    • The starting point for the new quarter is the artificially created "East Lake", which combines the city's cultural and recreational opportunities. The prominent Opera building, which floats on the water, is the town's landmark and part of a canal complex with several stages, museums and an art college. In the interplay between buildings and canals, a town arises, with small intimate urban spaces and covered galleries. The Opera's roof is a publicly-accessible viewing platform, which can accommodate large gatherings in conjunction with outdoor concerts and official celebrations. A long promenade of restaurants snakes along the lake, which to the east is transformed into a delta-like park area with small islands and canals.
